What happened
Intel (INTC) stock jumped 5% to about $101 on Wednesday after Reuters reported that SK Hynix is in early talks to manufacture memory chips in the US, possibly at Intel's Ohio fab. SK Hynix, the South Korean company that holds about half the global market for HBM — the advanced memory chips powering AI data centers — saw its own shares rise 4% in Seoul. The two sides are also exploring a joint venture that could involve major cloud providers, though SK Hynix told investors that nothing has been finalized. Any technology transfer would require South Korean government review under the Industrial Technology Protection Act, because both HBM and standard DRAM memory are classified as national core technologies whose export requires regulatory approval.
Why it matters
Intel stock has become a proxy for America's push to build a domestic chip supply chain, and this deal would be its most concrete test yet — it would mark the first time South Korean memory chip technology is produced on US soil. The US currently imports virtually all the HBM memory that powers AI chips from Asian factories. If completed, the deal would reduce that import dependence, potentially unlock more government subsidies, and give Intel new revenue from its partly-built Ohio campus — but only if South Korea's government first approves sharing its most sensitive semiconductor know-how.
