Why did US national debt hit a record $40.5 trillion?

What happened
US national debt rose to a record $40.53 trillion on Monday, up from $40.05 trillion in August, as a $2 trillion yearly deficit and $1 trillion in interest costs kept adding to borrowing. That works out to about $7 billion more borrowed each day since August, when debt first passed $40 trillion. The deficit, the gap between what Washington spends and collects, hit $2.0 trillion for the year ended September, and about $1 trillion went to interest. Ten-year Treasury yields, which set many borrowing costs, sat at 5.00% on Oct. 26.
Why it matters
The US national debt matters because interest on it now costs about $1 trillion a year, money that cannot go to other spending or tax cuts. With the 10-year Treasury yield, a benchmark that influences mortgage and loan rates, at 5.00%, new borrowing is expensive. The IMF projects US debt at 125.8% of the economy this year, below Japan and Italy but above France.
