What happened
The US wants a new Russia-Ukraine talks round by the end of October, Zelensky said on Sunday, while Putin says Russia is open to talks but will keep fighting during them. Zelensky said Washington proposed a meeting at the "technical level", meaning expert teams rather than leaders, with Ukraine, Russia and the US all at the table. The United Arab Emirates is the likely venue. On October 1, Putin said Russia is ready to talk on terms "acceptable" to Moscow, and that military operations continue.
Why it matters
Russia-Ukraine talks matter because the war, now more than four and a half years old, affects energy supplies, European security spending and food shipping. The US proposal reportedly covers a halt to attacks on energy sites and reopening a Black Sea grain route, which could ease winter pressure on Ukraine. But Russia is still striking Ukraine's energy sector and says fighting will go on, so no ceasefire is certain.
