What happened
Circle (CRCL) stock rose more than 4% on Wednesday to about $90 after the OCC finalized GENIUS Act stablecoin rules, giving issuers more flexibility while leaving the yield question open. The OCC, a federal bank regulator, set rules for how stablecoin issuers must back and redeem their digital dollars. Strategy, the biggest corporate bitcoin holder, rose 7% to 8%, and Coinbase rose 4% to 5%. Banks objected because the rule drops a planned ban on rewards from crypto platforms, leaving them to case-by-case review.
Why it matters
Circle runs USDC, a digital token tied to the US dollar with about $76.5 billion in circulation, so clearer rules reduce uncertainty about how it can operate. The rule gives issuers more room in how they hold their backing assets, including longer-term US Treasuries. But whether crypto platforms can pay customers rewards on stablecoin balances is still decided case by case, and the American Bankers Association says that keeps the status quo.
