This reset mechanism matters. It means SAUG is not a “set and forget” fund in the way a traditional index fund is. Costs and the drag of protection

Buffered ETFs charge higher fees than vanilla index funds because the options overlay costs money. The cost is material — typically several times higher than a plain-vanilla small-cap index fund. This drag cuts into returns in up years (when you are already capped) and eats into the cushion in down years.

Investors pay this cost explicitly through the expense ratio and implicitly through the cap on gains. The investor use case — and its limits

SAUG appeals to a specific investor profile: someone who wants small-cap exposure but cannot tolerate the emotional or financial shock of a 30% or 40% decline. Retirees beginning to draw on portfolios, or investors who have experienced the volatility of 2008 or 2020 and cannot stomach it again, can see the attraction of a smaller potential loss. The trade-off — accepting a cap on gains — feels less painful if you expect modest returns or are chiefly concerned with capital preservation.

The trap is assuming the buffer is a free lunch. It is not. Every percentage point of cap you accept is money left on the table in good years, and the fee that makes the buffer possible compounds that cost over time. If the small-cap index returns 10% annually on average and SAUG returns 6% after the cap and fee, that two percentage point annual drag compounds into a material difference over a decade. Conversely, if a severe bear market strikes and small-caps fall 35%, the buffer might limit SAUG to a 15% loss, which is a very real win.

The decision hinges on whether you believe the downside protection is worth the long-term cost. For buy-and-hold small-cap investors, a plain index fund usually makes more sense mathematically. For investors who might panic-sell at the bottom, or who have a genuine floor below which they cannot afford losses, the insurance value of the buffer may justify the drag.

Tracking and liquidity

Small-cap exposure is naturally less liquid than large-cap, and overlaying options adds another layer. The buffer itself creates a tracking challenge. In theory, the fund should track the Russell 2000 with the buffer applied — capped upside, cushioned downside.
