iShares U.S. Industry Rotation Active ETF (INRO)

INRO operates on a principle that has long tempted investors: certain US equity sectors look attractive at certain times, and a manager armed with the right signals can rotate exposure to capture those windows. Quantitative rules that worked well in one era—say, a momentum signal that worked during a decade of rising interest rates—can lag or backfire when market regimes shift. A sector that the algorithm tags as attractive can stay deeply underwater for years. The fund can also drift in and out of sync with the benchmark, sometimes meaningfully: in strong bull markets or strong bear markets, the rotation strategy might be perfectly positioned, or it might have sold into the strength and bought into the weakness. The model’s over-optimisation to past data is a persistent risk in any quantitative system.

There is also the possibility of crowding: if many rotation strategies begin using similar signals, they can amplify each other’s trades, creating false signals or market dislocations during rebalancing windows. Finally, sector rotation itself does not protect against a broad market decline; if all sectors fall together, shifting the weights between them does little good.
